Please find below the Office of Oral Health September update. We look forward to your feedback.

FIRST THINGS FIRST, ARIZONA EARLY CHILDHOOD DEVELOPMENT AND HEALTH BOARD HEALTH WORKGROUP: Workgroup chair Gary Pasquinelli and vice-chair Dr. Grace Caputo will be leading the group for recommendations of programs to improve health of children 0 to 5 years of age. This project is funded with Prop 203 tobacco tax dollars. For more details see website: http://azecdh.gov

DENTAL TRAILERS: One trailer is available for placement in a community to build for future dental services. Rent is $150.00 per month.

One is in Littlefield with a dentist that commutes from Las Vegas two days a week. ASU Pre-dental club has revitalized a trailer for Care Partnership in Mesa. OOH purchased all materials and the pre-dental students did all the work. They installed new flooring, counter tops and painted inside and out. The plan is to have a pre-dental/dental student run dental clinic in Mesa. Dental care will be done by all volunteer licensed professionals. They plan to open in late August.

LEGISLATIVE APPROPRIATION:

The Arizona Department of Health Service Office of Oral Health is pleased to announce the availability of funds for the purpose of providing dental services to rural Arizona. Legislature appropriated $200,000 from the State General fund for fiscal year 2007-2008 for the purpose of providing a dental treatment facility to address the shortage of dental providers in rural Arizona. Therefore, this application is constructed to encourage applicants to be flexible in meeting their dental needs or addressing the dental provider shortage in their area. The objective is to provide a new or expanded mobile, portable or fixed dental treatment facility to increase oral health services to rural Arizona. Application is due October 15, 2007. SURVEILLANCE: BOH is conducting open mouth surveillance in preschools this year. Next year we will be in selected elementary schools doing a dental sealant surveillance to measure Arizonas level of achieving Healthy People 2010 objectives of 50% of 8 year olds have sealants on their 1st and 2nd year old molars. Help Arizona meet HP 2010 objectives seal all 1st and 2nd molars of 8 year olds.

DENTAL HOME PROJECT: Letters to 48 dental offices that provide dental care for Chicanos por la Causa Head Start (CPLC) were sent in June. This is a collaborative effort with CPLC, OOH, Arizona Dental Hygiene Association and dental offices to promote a dental home for the families and prevent dental disease in young children. CPLC Migrant Head Start and Early Head Start have centers in Yuma, Maricopa, Pinal and Cochise Counties. It is the goal that this model will improve oral health of high risk children.

CHILD CARE HEALTH CONSULTANT: OOH assembled packets and mailed for June 6th oral health training in Tucson. This on going training is a statewide training for child care health consultants. Oral Health developed one module of the curriculum. The Governors Council on Early Childhood Education has started this initiative to improve health of Arizonas youth through a health consultant advising child care providers on proper nutrition, exercise, and other health topics.

HEAD START: OOH assembled toolkits and provided training to CPLC, Navajo Nation, Pima County Head Start staff

DENTAL SEALANT PROGRAM The AZ Dental Sealant Program had a successful year during the 2006-07 school year, screening 10,605 2nd and 6th grade children in 195 schools throughout the state and placing sealants on 8,333 of those screened. Since children of these two age groups have recently erupted 1st and 2nd molars, it is advantageous to place sealants on the chewing surfaces of those teeth soon after eruption. The Program providers were able to place sealants on 31,168 teeth. 74% of the participating children have decay experience, 44% of them with untreated decay at the time of the screenings. Our efforts in placing dental sealants is just one measure in the prevention of dental decay and the program targets those populations at highest risk of dental decay, those who qualify for AHCCCS and the uninsured. Our services reached out to communities in 7 counties this past school year and we look forward to adding additional counties during the 2007-08 school year.

COUNTY ORAL HEALTH COORDINATORS: Coalitions and oral health projects are being coordinated in Cochise, Pima, Coconino, and Navajo Counties. Navajo County has hired Julia Barton RDH to head up the County Coalition. A formative meeting will be announced soon for Navajo and Cochise County. It would be fabulous if the dental community was actively involved in the direction they would like to see this coalition take. OOH is funding the position but the community formulates the goals of each coalition.

EDUCATION OF DENTAL PROFESSIONALS: OOH sponsored Jim Crall to the Western Regional Dental Meeting on dental visit by age one and the Caries Risk Assessment Tool (CAT-American Academy of Pediatrics). A CAT poster was made for posting in medical and dental offices and handed out to attendees of lecture.

OOH sponsored Debi Gerger to speak at the Arizona Dental Hygiene Association on dental visit by age one and the Caries Risk Assessment Tool (CAT-American Academy of Pediatrics). A CAT poster was made available to participants to post in medical and dental offices.

FLUORIDATION: Paige fluoridation was voted down. OOH is working on fluoride literacy. A book mark and poster is being disseminated to public and school libraries.

SCHOOL BASED FLUORIDE MOUTH RINSE Sent supplies to 64 schools through out the state with anticipated participation of 23,693 children.

TRANSMISSION SOCIAL MARKETING: A limited campaign will be conducted in Maricopa County this fall. Campaign information is on website: http://www.azdhs.gov/cfhs/ooh. A baby bib with are you passing tooth decay to your child is being developed and will be disseminated to Head Starts Programs, WIC and other programs for high risk children.

HRSA WORKFORCE GRANT pilot for teledentistry will begin this October in a Prescott Valley Head Start, NOAH school based health center, and a IHS dental facility in Hotevilla. Each site requires a different consideration for tele-health. Equipment for each site has been ordered and will be delivered this fall.

ALTCS ADULT DENTAL BENEFIT: Effective 10/1/2007 for ALTCS members age 21 or older may receive medically necessary dental services up to $1000 per member per contract year for diagnostic, therapeutic and preventive care. This policy addresses only those dental services which are not emergency dental services or medically necessary dentures. Dental policy for ALTCS members under age 21 described in chapter 400, Policy 430, EPSDT service Standards, Oral Health Services. Each health plan is managing this new benefit. Dentist on a health plan will receive information on how to proceed. There will be some additional paper work required to ensure patient communication. It is a concern that patients and dentist understand fully what will be covered. There is no prior authorization required so misunderstandings could arise. Please talk to health plans and follow procedures to prevent growing pains.

GOVERNORS COUNCIL ON DEVELOPMENTAL DISABILITIES, DENTAL CARE WORK GROUP: Met September 20, 2007 to discuss updates from dental care work group members and next steps. Committee membership was discussed and meeting schedule set up. Committee groups are as follows: Public Policy Committee, Dental Provider Capacity Development Committee, Consumer, family and caregiver training and education committee and Systems change committee.
